In a classic planning process, a set of management alternatives is usually developed so as to span the decision space. Typically, the range of alternatives to be considered is influenced in part by a status assessment that provides context for the problem, and in part by consideration of desired outcomes that the plan is intended to address. An alternative (no pun intended) approach to specifying a set of alternatives is to interactively evolve a single alternative over time. In either case, though, a key step in alternative evaluation is to specify a methodology by which alternatives are to be evaluated. Formal procedures such as multicriteria decision models are typically used in order to make the evaluation process as repeatable and transparent as possible.
